The Coronavirus Aid, Relief and Economic Security (CARES) Act provides emergency relief funds to organizations and individuals affected by the COVID-19 pandemic. Section 18004(a)(1) of the CARES Act established the Higher Education Emergency Relief Fund (HEERF) to provide funding to institutions of higher education for expenses related to the disruption of campus operation due coronavirus. Section 18004(c) of the CARES Act, mandates institutions must use no less than 50 percent of the emergency relief funding for the sole and exclusive purpose of awarding emergency financial aid grants directly to students for their expenses, including food, housing, course materials, technology, health care, and child-care costs.
Detailed information regarding Â鶹ÊÓƵ CARES Act funding and student Emergency Financial Aid Grants are detailed below.
Â鶹ÊÓƵ acknowledges the Recipient’s Funding Certification and Agreement was signed and returned to the Department of Education on April 21, 2020.  In accordance with Section 18004(c) of the CARES Act, Â鶹ÊÓƵ gives its assurance that no less than 50 percent of the funds received have been used, or will be used, to provide Emergency Financial Aid Grants to students.
The total amount of funds Â鶹ÊÓƵ has received under Section 18004(a)(1) of the CARES Act is $1,199,479.  Of the total amount, a minimum of $599,740 will be used to provide Emergency Financial Aid Grants to students.
As of May 8, 2020, Â鶹ÊÓƵ has distributed a total of $535,620 in Emergency Financial Aid Grants to students under Section 18804(a)(1) of the CARES Act. The University will continue to award and distribute grants to students until all funds are exhausted.
The estimated total number of Â鶹ÊÓƵ students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act is 1030. This estimate is based on the eligible number of students who were actively enrolled for the Spring 2020 semester.
As of May 8, 2020, a total of 926 Â鶹ÊÓƵ students have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the Cares Act.
Â鶹ÊÓƵ considered three major factors to determine eligibility for Emergency Financial Aid Grants: Spring 2020 enrollment, Pell Grant eligibility, and Expected Family Contribution (for students who completed a FAFSA).  The University first established a base group of all eligible students actively enrolled for the Spring 2020 semester. Next, the University applied the following criteria to each student to determine individual grant award amounts:
| EFC | GRANT AMOUNT |
| Zero | $925 |
| Greater than zero | $625 |
| No EFC
(Not Pell eligible and/or graduate students) |
$315 |
